DELL laptops come pre-installed with so much crap-ware that first thing I do before booting it up is reinstall an OEM Windows on it.

Although not as much crap-ware as Acer come with. That's just horrifying.

I think all companies install a lot of crap on your computer, but installing spyware is beyond installing crapware

I don't think it's a false report, it might not be intentional to harm users or be used by the company for a malicious purpose, but according to two researchers, this certificate comes pre-installed and cannot be just deleted without deleting a dll file which keeps this certificate from being deleted completely.
