It's where they host the beta system. I probably still have an account on the beta.wow-europe.com/forums and beta.worldofwarcraft.com/forums as I was in both original betas and the US was working when I was on the TBC beta test.
In fact up until about version 1.8 the change log was on the beta.wow-europe.com site.
